Diplomats said they had rarely seen the OAS unite so solidly behind a common cause,: The organization?s secretary general, Jose Miguel Insulza, called Zelaya?s overthrow an ?old-fashioned coup,? adding that ?We need to show clearly that military coups will not be accepted. We thought we were in an era when military coups were no longer possible in this hemisphere.? Diplomats said they had rarely seen the OAS unite so solidly behind a common cause, and that it was the first time the group had invoked its so-called Democratic Charter since it was adopted in 2001 from a history of authoritarian rule. The charter calls on the OAS to take emergency diplomatic efforts aimed at restoring a legitimately elected government. There was disagreement over whether Zelaya should go ahead with his plans to travel to Honduras, despite threats by the interim government to order him arrested if he set foot in the country. Those plans were postponed when Zelaya agreed to wait at least 3 days before heading back to Honduras.

  • Will OAS decision to readmit Cuba change US-Latin America relations? Cuba has shown no desire to rejoin. Socialist states like Venezuela and Nicaragua say they want to form an association that excludes the US.: The surprise decision yesterday by the OAS to reopen its doors to Cuba is being touted as a political and diplomatic victory by both Washington and Latin America's left. Analysts claim it's unlikely the move to reverse the 1962 ban on Cuba's OAS membership will lead to a "new dawn" in US-Latin American relations, as several politicians have waxed poetically. Many observers have noted, Cuba has shown no signs of wanting to rejoin the club. "The OAS decision is unlikely to hasten democratic change in Cuba; the Cuban government, after all, has repudiated the OAS and its core principles,&qu ot; says Latin America watcher Michael Shifter, who is with the Inter-American Dialogue in Washington, Latin American analysts agree. Nicaragua' ;s Aldo Díaz Lacayo, a Sandinista political pundit and former Nicaraguan ambassador, said the resolution doesn't mean Cuba will rush to rejoin the OAS, which he calls a "half-dea d organization&q uot; that "continue s to be for and by the US."

  • Peru blames Bolivia for Amazon clashes: Peru says Bolivia is behind the recent clashes in the Peruvian Amazon, which have left more than 30 police and Indian protesters dead. The Peruvian Foreign Minister' s response marks an escalation of tension and bad feeling between the governments of the neighbouring Andean countries. Belaunde described Bolivian President Evo Morales as an enemy of Peru, and said he appeared to believe he had a messianic role to play in liberating Peruvians from the Government of President Alan Garcia. Peru withdrew its ambassador in La Paz. Days earlier Morales described the recent deaths of indigenous protesters in the dispute over Amazon land rights as the genocide of the free trade agreement.
